General Governance Process
The general governance process is designed in the same way as Popular Initiatives in Switzerland, also called Eidgenössische Volksinitiative in German, Initiative populaire fédérale in French and Iniziativa popolare federale in Italian. Since this system is the most democratic process in the world, it only makes sense that the Rebellion Protocol’s governance process is based on it. The team being based in Switzerland is well acquainted with this process.
The general governance process is a six-step process:
Step 1: Proposal
A proposal consists of a document that includes four distinct information:
- 1.A title
- 2.A description
- 3.Action(s) to be taken if the proposal is accepted by the community
- 4.The person/organism in charge of the execution
Anyone holding REBL DAO NFTs may submit a proposal. When a proposal is created, a 15-day countdown begins. A proposal incurs a nominal gas fee, small enough that it will not discourage healthy participation, but sufficient to prevent actors flooding the DAO with spam proposals.
If the person/organism defined in the proposal is not the Rebellion Protocol team, a written consent by the person/organism to be responsible for the execution must be added to the proposal.
Step 2: Sponsorship
The proposal must receive the support from 10% of REBL DAO NFT holders in no more than fifteen (15) days, to be called to vote. Anyone who owns a REBL DAO NFT may cast a “Sponsorship vote” in favor of the proposal, with one vote per address holding REBL DAO NFTs. The amount of NFTs held does not matter. Sponsoring a proposal does not reduce the amount of REBL DAO NFT you have to vote with.
If a proposal does not reach the required number of sponsorship votes within the 15-day window, the proposal has failed and is removed.
The purpose of this sponsorship process is to make sure only serious proposals are called to vote, without all REBL DAO NFT holders having to vote on every proposals.
Step 3: Call to Vote & Review period
When a proposal reaches the minimum required amount of sponsorship votes, the proposal is automatically called to vote and a review period of two (2) days starts. The review period gives the opportunity to the community to review and discuss the proposal before voting commences.
From the review period on, the team may or may not issue an official opinion and a voting recommendation regarding the proposal. The community should take time to review the proposal and discuss it over the project’s official channels.
Step 4: Voting
Following the end of the review period, the proposal is open for three (3) days for all REBL DAO NFT holders to vote. “Yes” and “No” votes may both be cast during the voting period. Any REBL DAO NFT holders may change its vote during the voting period. Only REBL DAO NFT holders are eligible to vote, holding $REBL does not entitle a holder to any voting right.
Quorum: A minimum of 20% of total REBL DAO NFT voting rights must be cast to achieve Quorum. Acceptance: Acceptance is reached when 50% of votes + 1 vote, of total votes made for this proposal, are in favor of the proposal.
For the proposal to be successful and enacted, both Quorum and Acceptance must be reached.
Step 5: Execution
One day after the voting period ends, starts the Execution period. The person/organism defined in the proposal must enact the actions stipulated in the proposal to the best of their abilities and as fast as possible.
There are two limitations:
- 1.A proposal related to a change in the $REBL smart contract can only be made within the limits of the changeable parameters of the contract
- 2.A proposal cannot infringe any law of the country in which the execution is to be made or any international law such as the human rights, known as jus cogens
